The U.S. Army requested this action to provide the additional airspace needed to conduct training in high-angle weapons systems employment.

Effective Dates: Effective date 0901 UTC, July 26, 2012. 14 CFR Part 73 This action establishes restricted area airspace within the Devils Lake Military Operations Area (MOA), overlying Camp Grafton Range, in the vicinity of Devils Lake, ND. The new restricted areas permit realistic training in modern tactics to be conducted at Camp Grafton Range while ensuring the safe and efficient use of the National Airspace System (NAS) in the Devils Lake, ND, area. Unlike restricted areas which are designated under Title 14 Code of Federal Regulations (14 CFR) part 73, MOAs are not regulatory airspace. However, since the restricted areas overlap the Devils Lake East MOA, the FAA is including a description of the Devils Lake East MOA change in this rule. The MOA change described herein will be published in the National Flight Data Digest (NFDD).

The U.S. Air Force has determined that a smaller restricted area is needed to ensure that aircraft carrying certain electro-explosive devices remain a safe distance from an FPS-85 radar site.

Effective date 0901 UTC, June 27, 2013. 14 CFR Part 73 This action modifies the internal boundaries of R-6703 by further subdividing the airspace from the current four subareas (A through D) to ten subareas (A through J). This change is totally contained within the current outer boundaries of R-6703. The designated altitudes and time of designation remain as currently published. In addition, the name “Fort Lewis, WA,” in the titles of the restricted areas is changed to “Joint Base Lewis-McChord, WA. The name of the using agency is changed from “Commanding General, Fort Lewis, WA,” to “Joint Base Garrison Commander, Joint Base Lewis-McChord, WA.” The name changes are the result of Department of Defense organizational consolidations. In addition to better accommodating training requirements, this also allows more efficient use of airspace through increased ability to activate only those subareas actually needed for the mission.
