      Direct final rule.
      This rule is effective on June 7, 2012 without further notice, unless the EPA receives adverse comment by April 23, 2012. If the EPA receives adverse comment, we will publish a timely withdrawal in the Federal Register informing the public that some or all of the amendments in the final rule will not take effect.
