      Direct final rule.
      This direct final rule is effective January 9, 2015 without further notice, unless EPA receives adverse comment on or before December 10, 2014. If EPA receives written adverse comments, EPA will withdraw the applicable partial exemption in this direct final rule before its effective date. See also Unit II. of the SUPPLEMENTARY INFORMATION .
