Because the final rule implementing the 2010 amendments to the STCW will not be published before the 1 January 2012 entry into force date, there is a need to provide guidance on implementation of the amendments related to these requirements, which will impact U.S. vessels and seafarers beginning on 1 January 2012. This notice applies to all vessels subject to STCW under current regulations.

The changes proposed in the SNPRM address the comments received from the public in response to a previously published Notice of Proposed Rulemaking, in most cases through revisions based on those comments, and propose to incorporate the 2010 amendments to the STCW Convention that will come into force on January 1, 2012.
GPO FDSys XML | Text type regulations.gov FR Doc. 2011-17093 RIN 1625-AA16 Docket No. USCG-2004-17914 DEPARTMENT OF HOMELAND SECURITY, Coast Guard Supplemental notice of proposed rulemaking; notice of public meetings. GPO FDSys XML | Text type regulations.gov FR Doc. 2011-14920 RIN 1625-AA85 Docket No. USCG-2004-17455 DEPARTMENT OF HOMELAND SECURITY, Coast Guard Notice of intent with request for comments. Comments must be received on or before August 15, 2011. 46 CFR Part 10 The Coast Guard is advising the public of its intent to finalize regulations previously published as an interim rule on January 13, 2006. The IR was published to amend the maritime personnel licensing rules to include new security requirements when mariners apply for original, renewal, and raise-of-grade licenses and certificates of registry, but was never published as a final rule. Because of the lapse in time since the interim rule publication, the Coast Guard is seeking comments from the public on one remaining section of the interim rule that has remained unfinalized. The Coast Guard intends to finalize this one section of the interim rule.
