This policy is effective January 1, 2012. 46 CFR Parts 1, 10, 11, 12, 13, 14, and 15 The Coast Guard announces steps for implementing the 2010 amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended, (STCW) concerning hours of rest and security-related training requirements. Because the final rule implementing the 2010 amendments to the STCW will not be published before the 1 January 2012 entry into force date, there is a need to provide guidance on implementation of the amendments related to these requirements, which will impact U.S. vessels and seafarers beginning on 1 January 2012. This notice applies to all vessels subject to STCW under current regulations.

GPO FDSys XML | Text type regulations.gov FR Doc. 2011-17093 RIN 1625-AA16 Docket No. USCG-2004-17914 DEPARTMENT OF HOMELAND SECURITY, Coast Guard Supplemental notice of proposed rulemaking; notice of public meetings. GPO FDSys XML | Text type regulations.gov FR Doc. 2011-14921 RIN 1625-AA81 Docket No. USCG-2003-14500 DEPARTMENT OF HOMELAND SECURITY, Coast Guard Notice of intent with request for comments. Comments must be received on or before August 15, 2011. 46 CFR Part 12 The Coast Guard is advising the public of its intent to finalize regulations previously published as an interim rule on January 6, 2004. The interim rule (IR) was published to enhance the application procedures for the Merchant Mariner Licensing and Documentation program, which were necessary to improve maritime safety and promote the national security interest of the United States, but was never published as a final rule. Because of the lapse in time since the interim rule publication, the Coast Guard is seeking comments from the public on one remaining section of the interim rule that has remained unfinalized. The Coast Guard intends to finalize this one section of the interim rule.
