The direct final rule published December 14, 2011, (76 FR 77712), is withdrawn on April 6, 2012. 46 CFR Parts 2, 24, 30, 70, 90, 91, and 188 The Coast Guard is withdrawing its direct final rule published on December 14, 2011. The direct final rule notified the public of the Coast Guard's intent to revise regulations for the inspection and certification of seagoing barges to align with the language of the applicable statutes. We are withdrawing that rule because we received two adverse comments. That rule will not become effective as scheduled. Instead, we plan to consider these issues in a notice of proposed rulemaking.

Effective April 12, 2012. 46 CFR Parts 2, 24, 30, 70, 90, 91, and 188 The United States Coast Guard published a direct final rule in the Federal Register on December 14, 2011 (76 FR 77712) revising regulations for the inspection and certification of seagoing barges to align with the language of the applicable statues. That document inadvertently transposed the titles of two tables in our amendatory instructions. Additionally, the Coast Guard is republishing the vessel inspection tables that rule amends in their entirety, so that the format of the tables is consistent with current Federal Register format requirements.

The correction published March 29, 2012, (77 FR 18929), is withdrawn on April 11, 2012. 46 CFR Parts 2, 24, 30, 70, 90, 91, and 188 The Coast Guard is withdrawing its correction published on March 29, 2012, to a direct final rule published on December 14, 2011 and withdrawn on April 6, 2012. The correction was published to correct an inadvertent transposition in the titles of two tables in our amendatory instructions and to publish vessel inspection tables in their entirety so that the format of the tables would be consistent with current Federal Register format requirements. The direct final rule was withdrawn on April 6, 2012, because we received two adverse comments and the direct final rule will not become effective as scheduled. Therefore, we must also withdraw the vessel inspection tables published as part of the correction because they are not consistent with the current regulatory text.

This final rule is effective September 30, 2011. 46 CFR Parts 1, 2, 4, 62, 111, 120, 129, 133, 401, and 402 This final rule makes non-substantive changes throughout Titles 46 and 49 of the Code of Federal Regulations. The purpose of this rule is to make conforming amendments and technical corrections to Coast Guard shipping and transportation regulations. This rule will have no substantive effect on the regulated public. These changes are provided to coincide with the annual recodification of Titles 46 and 49 on October 1, 2011.

All comments and related material submitted after the meeting must either be submitted to our online docket via http://www.regulations.gov on or before December 9, 2011, or reach the Docket Management Facility by that date. 46 CFR Parts 2, 15, 136, 137, 138, 139, 140, 141, 142, 143, and 144 The Coast Guard announces a series of public meetings to receive comments on a notice of proposed rulemaking (NPRM) entitled “Inspection of Towing Vessels” that was published in the Federal Register on August 11, 2011. As stated in that document, the regulations proposed in the NPRM would establish safety regulations governing the inspection, standards, and safety management systems of towing vessels. The proposal includes provisions covering: Specific electrical and machinery requirements for new and existing towing vessels, the use and approval of third-party auditors and surveyors, and procedures for obtaining Certificates of Inspection. Without making a specific proposal in the NPRM regarding potential requirements for hours of service or crew endurance management for mariners aboard towing vessels, the Coast Guard also welcomes comments on these two important issues, which are discussed in the NPRM.

The intent of the proposed rulemaking is to promote safer work practices and reduce casualties on towing vessels by requiring that towing vessels adhere to prescribed safety standards and safety management systems or to an alternative, annual Coast Guard inspection regime. The Coast Guard promulgates this proposal in cooperation with the Towing Vessel Safety Advisory Committee and pursuant to the authority granted in section 415 of the Coast Guard and Maritime Transportation Act of 2004.

Comments and related material must either be submitted to our online docket via http://www.regulations.gov on or before September 6, 2011 or reach the Docket Management Facility by that date. 46 CFR Part 2 The Coast Guard is reopening the comment period before issuing a final rule regarding the Approval of Classification Societies (USCG-2007-27668). We previously published a notice of proposed rulemaking (NPRM) proposing application procedures and performance standards that classification societies must meet in order to obtain approval by the Coast Guard before conducting work in the United States. We published the proposed regulations to implement the requirements imposed by the Coast Guard and Maritime Transportation Act of 2004, but before the publication of the final rule, the Coast Guard Authorization Act of 2010 changed the applicability to require that all classification societies be approved by the Coast Guard prior to conducting any work on a vessel in the United States. The published NPRM proposed allowing full members of the International Association of Classification Societies (IACS) to be exempt from Coast Guard approval prior to working in the United States. Because of the Coast Guard Authorization Act of 2010, we are reopening the comment period to allow for any additional or updated comments from the public before publishing the final rule.
