      Effective Date: This rule is effective June 6, 2014. Compliance Date: Compliance is required, in accordance with the phase-in schedule, beginning on May 1, 2016. Full compliance is required on May 1, 2018. Petitions for reconsideration: Petitions for reconsideration of this final rule must be received not later than May 22, 2014. Incorporation by Reference: The incorporation by reference of certain publications listed in the standard is approved by the Director of the Federal Register as of June 6, 2014.
