coastal zones
(33) the term “Gulf Coast region” means— (A) in the Gulf Coast States, the coastal zones (as that term is defined in section 1453 of title 16 ), 1 except that, in this section, the term “coastal zones” includes land within the coastal zones that is held in trust by, or the use of which is by law subject solely to the discretion of, the Federal Government or officers or agents of the Federal Government)) 1 that border the Gulf of Mexico; (B) any adjacent land, water, and watersheds, that are within 25 miles of the coastal zones described in subparagraph (A) of the Gulf Coast States; and (C) all Federal waters in the Gulf of Mexico;
