Section 703(c) of Pub. L. 100–456 provided that: “The amendments made by this section [amending this section and sections

8019 of this title] shall apply to appointments made under sections
3019,
5019, and
8019, respectively, of title
10, United States Code, on and after the date of the enactment of this Act [Sept. 29, 1988].”
