Section 301(e) of
Pub. L. 102–568provided that:
“(1) The amendments made by this section [amending this section and section
3015 of Title
38, Veterans’ Benefits] shall take effect on April 1, 1993.
“(2) The amendments made by this section shall not be construed to change the account from which payment is made for that portion of a payment under chapter
30 of title
38, United States Code, or chapter 106 [now 1606] of title 10, United States Code, which is a Montgomery GI bill rate increase and a title III benefit is paid. For the purposes of this subsection, the terms ‘Montgomery GI bill rate increase’ and ‘title III benefit’ have the meanings provided in section 393 of the Persian Gulf Conflict Supplemental Authorization and Personnel Benefits Act of 1991 [

Section 310(d) of
Pub. L. 102–568provided that: “The amendments made by this section [amending this section and sections

38] shall apply to flight training received under chapters 30 and 32 of title
38, United States Code, and chapter 106 [now 1606] of title 10, United States Code, after September 30, 1992.”
Effective Date of 1989 Amendments
Section 422(d) of

Increase in Benefit for Individuals Pursuing Apprenticeship or On-Job Training; Selected Reserve Montgomery GI Bill

118 Stat. 3601, provided that: “For months beginning on or after October 1, 2005, and before January 1, 2008, subsection (d)(1) ofsection
16131 of title 10, United States Code, shall be applied as if—
“(1) the reference to ‘75 percent’ in subparagraph (A) were a reference to ‘85 percent’;
“(2) the reference to ‘55 percent’ in subparagraph (B) were a reference to ‘65 percent’; and
“(3) the reference to ‘35 percent’ in subparagraph (C) were a reference to ‘45 percent’.”
1995 Cost-of-Living Adjustment in Rates of Educational Assistance
