Temporary Waiver of Reimbursement of Costs of Activities for Nongovernmental Personnel

“(1) Authority for temporary waiver.—In fiscal years 2009 through 2012, the Secretary of Defense may, with the concurrence of the Secretary of State, waive reimbursement otherwise required under subsection (f) ofsection
184 of title 10, United States Code, of the costs of activities of Regional Centers under such section for personnel of nongovernmental and international organizations who participate in activities of the Regional Centers that enhance cooperation of nongovernmental organizations and international organizations with United States forces if the Secretary of Defense determines that attendance of such personnel without reimbursement is in the national security interests of the United States.
“(2) Limitation.—The amount of reimbursement that may be waived under paragraph (1) in any fiscal year may not exceed $1,000,000.
“(3) Annual report.—The Secretary of Defense shall include in the annual report under [former] section

(h) of title
10, United States Code, in each year through 2013 information on the attendance of personnel of nongovernmental and international organizations in activities of the Regional Centers during the preceding fiscal year for which a waiver of reimbursement was made under paragraph (1), including information on the costs incurred by the United States for the participation of personnel of each nongovernmental or international organization that so attended.”
