(a)
Joint Use Military Construction Project Defined.—
In this section, the term “joint use military construction project” means a military construction project for a facility intended to be used by—

Annual Evaluation.—
In the case of the budget submitted under section
1105 of title
31 for any fiscal year, the Secretary of Defense shall include in the budget justification materials submitted to Congress in support of the budget a certification by each Secretary concerned that, in evaluating military construction projects for inclusion in the budget for that fiscal year, the Secretary concerned evaluated the feasibility of carrying out the projects as joint use military construction projects.
