(b)No provision of this chapter or any other provision of law shall be construed to prohibit assistance for any training activity which is funded under this chapter for Brazil or Argentina as long as such country continues to have a democractically [1] elected government and the assistance is otherwise consistent with sections

Section
101(e) [title V, § 588(b)] of Pub. L. 100–202provided that: “The amendment made by subsection (a)(2) [amending this section] does not apply with respect to funds appropriated prior to the date of enactment of this Act [Dec. 22, 1987].”
