29 USC § 2851 - General authorization
The Secretary shall make an allotment under section
2852
(b)(1)(C) of this title to each State that meets the requirements of section
2822 of this title and a grant to each outlying area that complies with the requirements of this chapter, to assist the State or outlying area, and to enable the State or outlying area to assist local areas, for the purpose of providing workforce investment activities for eligible youth in the State or outlying area and in the local areas.
