Decarceration is a government policy of reducing either the number of persons imprisoned or the rate of imprisonment in a given jurisdiction. The policies include decriminalizing low-level offenses such as marijuana possession. Similarly, in Brown v. Plata, the United States Supreme Court ruled that overcrowding in California was unconstitutional, promoting decarceration.
