"The [International Convention on the Territorial Sea and the Contiguous Zone] was the culmination of long years of work by the International Law Commission. Established by the United Nations General Assembly in 1947 to codify international law, the Commission began deliberations on the regime of the territorial sea in 1952 . . . . The General Assembly adopted that recommendation and in 1958 convened the First U.N. Conference on the Law of the Sea in Geneva."
