§105 Subject matter of copyright: United States Government and other works.

(a) In General Copyright protection under this title is not available -

(1) for any work of the United States Government, but the United States Government is not precluded from receiving and holding copyrights transferred to it by assignment, bequest, or others;

(2) for any name, number, or citation by which the text of any State or Federal laws or regulations are, or ever have been identified; or

(3) for any volume or page number by which State or Federal laws, regulations, judicial opinions, or portions thereof, are, or ever have been identified.

(b) Fees for Certain Services Not Affected

The provisions of subsection (a) of this section does [sic] not expand or reduce any right of any state to charge reasonable fees for services incidental to making available as part of the public domain laws, regulations, or judicial opinions.
