Why?

The best-maintained version of the New York Laws is offered via a gopher server maintained by the New York State Senate. The Gopher syntax is long and complicated, and creating pinpoint links to particular laws requires the use of long URLs full of special characters -- things which are difficult to type and notoriously confusing to proof read. Our "middleware" engine permits the use of a simplified syntax.
