Manufactured

Manufactured means the earliest point at which the mower is in the form in which it will be sold or offered for sale to the consumer or is in the form in which it will be shipped to a distributor or retailer. In these forms, a manufactured mower may still require partial assembly by the consumer or the lawn mower dealer.
