(19) Procedural safeguards(i) Parental rights. Parents of children, ages 3 through 21 inclusive, with disabilities must be afforded procedural safeguards with respect to the provision of FAPE which shall include: (A) The right to confidentiality of personally identifiable information in accordance with Federal law and DoD regulations. (B) The right to examine records and to participate in meetings with respect to assessment, screening, eligibility determinations, and the development and implementation of the IEP. (C) The right to furnish or decline consent in accordance with this section. (D) The right to prior written notice when the school proposes to initiate or change, or refuses to initiate or change the identification, evaluation, educational placement, or provision of FAPE to a child with a disability.
