Entity,
Entity, as used in 1355.38, means any organization or agency (e.g., a private child placing agency) that is separate and independent of the title IVE agency; performs title IVE functions pursuant to a contract or subcontract with the title IVE agency; and, receives title IVE funds. A State or Tribal court is not an entity for the purposes of 1355.38 except if an administrative arm of the State or Tribal court carries out title IVE administrative functions pursuant to a contract with the title IVE agency.
