Foreign Governmentincludes coalitions of governments secured by treaty, including NATO, SEATO, OAS, UN, and associations of governments or government agencies, including the Pan American Union, International Postal Union, and International Monetary Fund.Quasi-governmentincludes eleemosynary relief organizations, such as the Red Cross organizations.
