Transfer rack

Transfer rack means the collection of loading arms and loading hoses, at a single loading rack, that are assigned to a chemical manufacturing process unit subject to this subpart according to the procedures specified in 63.100 of this subpart and are used to fill tank trucks and/or railcars with organic liquids that contain one or more of the organic hazardous air pollutants listed in table 2 of this subpart. Transfer rack includes the associated pumps, meters, shutoff valves, relief valves, and other piping and valves. Transfer rack does not include:
(1) Racks, arms, or hoses that only transfer liquids containing organic hazardous air pollutants as impurities;
(2) Racks, arms, or hoses that vapor balance during all loading operations; or
(3) Racks transferring organic liquids that contain organic hazardous air pollutants only as impurities.
