Steamboat Lumps closed area means a rectangular-shaped area in the Gulf of Mexico bounded by straight lines connecting the following coordinates in the order stated: 2814 N. lat., 8448 W. long.; 2814 N. lat., 8437 W. long.; 2803 N. lat., 8437 W. long.; 2803 N. lat., 8448 W. long.; and 2814 N. lat., 8448 W. long.
