(p) United States long-haul trucking services industry means: (1) United States suppliers, operators, or drivers as a whole providing cross-border long-haul trucking services; or (2) United States suppliers, operators, or drivers providing cross-border long-haul trucking services in a specific sub-market of the whole United States market.
