Arbitration IFQ

Arbitration IFQ means:
(1) Class A catcher vessel owner (CVO) IFQ held by a person who is not a holder of PQS or IPQ and who is not affiliated with any holder of PQS or IPQ, and
(2) IFQ held by an FCMA cooperative.
