Foreign banking organization

Foreign banking organization has the same meaning as in 12 CFR 211.21, provided that if the top-tier foreign banking organization is incorporated in or organized under the laws of any State, the foreign banking organization shall not be treated as a foreign banking organization for purposes of this part.
