Off North Carolina means the waters in the South Atlantic from 363455 N. lat., which is a line directly east from the Virginia/North Carolina boundary, to a line extending in a direction of 1353455 from true north from the North Carolina/South Carolina boundary, as marked by the border station on Bird Island at 335107.9 N. lat., 783232.6 W. long.
