Fish buyer

Fish buyer means the first ex-vessel party who:
(1) In an arm'sā€”length transaction, purchases fee fish from a fish seller;
(2) Takes fish on consignment from a fish seller; or
(3) Otherwise receives fish from a fish seller in a non arm's-length transaction.
