The term respondent means the United States Postal Service or the Postal Regulatory Commission. Government attorneys must be licensed to practice law in a state, commonwealth, or territory of the United States, or in the District of Columbia. Government attorneys must register in the Board's electronic filing system and file a notice of appearance. The notice of appearance must include an email address, mailing address, and telephone number for the attorneys. Attorneys must also state the jurisdiction where they are licensed to practice law.
