Criteria. The criteria contained in paragraphs (c) and (d) of this section are to be applied by Veteran Readiness and Employment (VR&E) professional staff members to determine whether information of record supports a determination that a veteran age 50 or older has good potential for employment. Any reasonable doubt shall be resolved in the veteran's favor.
