Word usage. The terms bycatch and fishery are used in the same manner as in 16 U.S.C. 1802. The terms must, should, may, will, could, and can are used in the same manner as in 600.305(c). The term Council is used in the same manner as in 600.305(d)(10), and includes the regional fishery management Councils and the Secretary of Commerce, as appropriate (16 U.S.C. 1854(c) and (g)).
