(iv) Teacher means a professional who provides direct and personal services to students for their educational development through classroom teaching; (v) Chief State School Officer means the highest ranking educational official for elementary and secondary education for the State; (vi) School year means the period from July 1 of a calendar year through June 30 of the following calendar year; (vii) Teacher shortage area means an area of specific grade, subject matter, or discipline classification, or a geographic area in which the Secretary determines that there is an inadequate supply of elementary or secondary school teachers; and (viii) Full-time equivalent means the standard used by a State in defining full-time employment, but not less than 30 hours per week. For purposes of counting full-time equivalent teacher positions, a teacher working part of his or her total hours in a position that is designated as a teacher shortage area is counted on a pro rata basis corresponding to the percentage of his or her working hours spent in such a position.
