Housing assistance payment
Housing assistance payment. The monthly assistance payment for a PBV unit by a PHA, which includes: (i) A payment to the owner for rent to owner under the family's lease minus the tenant rent; and (ii) An additional payment to or on behalf of the family, if the utility allowance exceeds the total tenant payment, in the amount of such excess.
