Fuel acceptable to the Commission

Fuel acceptable to the Commission means that the fuel replacing the existing HEU fuel in a specific non-power reactor meets the operating requirements of the existing license or, through appropriate NRC safety review and approval, can be used in a manner which protects public health and safety and promotes the common defense and security; and (2) meets the Commission's policy of limiting, to the maximum extent possible, the use of HEU fuel in that reactor.
