Early Stage SBIC

Early Stage SBIC means a Section 301 Partnership Licensee, licensed pursuant to 107.310 of this part, in which at least 50 percent of all Loans and Investments (in dollars) must be made to Small Businesses that are early stage companies at the time of the Licensee's initial Financing (see also 107.1810(f)(11)). For the purposes of this definition, an early stage company is one that has never achieved positive cash flow from operations in any fiscal year.
