handicapped person,
The term handicapped person, as defined by the guideline set forth by the Department of Health, Education, and Welfare in 85.31 of title 45 of the CFR (43 FR 2137, dated January 13, 1978), means any person who has a physical or mental impairment that substantially limits one or more major life activities, has a record of such an impairment, or is regarded as having such an impairment.
