Declaration

Declaration means a recommendation issued by the Secretary under section 319F3(b) of the PHS Act (42 U.S.C. 247d6d(b)), for the manufacture, testing, development, distribution, administration, or use of one or more covered countermeasures, following her determination that a specific disease, condition, or threat represents a public health emergency or a credible risk of a future public health emergency.
