Outside the United States. Those places that are not within the definition of United States below and, with the exception of subparagraph 7, those geographical areas and locations that are not within the special maritime and territorial jurisdiction of the United States, as defined in sections 7 of title 18, United States Code. The locations defined in subparagraph 7(9) of title 18, United States Code are to be considered Outside the United States for the purposes of this part. See 32613267 of title 18, United States Code.
