(2) Qualified protection and advocacy system technical assistance provider The term “qualified protection and advocacy system technical assistance provider” means an entity that has experience in— (A) working with protection and advocacy systems established in accordance with section 15043 of title 42 ; and (B) providing technical assistance to protection and advocacy agencies.
