(1) Serious Areas In the case of Serious Areas in which stationary sources contribute significantly to carbon monoxide levels (as determined under rules issued by the Administrator), the State shall submit a plan revision within 2 years after November 15, 1990 , which provides that the term “major stationary source” includes (in addition to the sources described in section 7602 of this title ) any stationary source which emits, or has the potential to emit, 50 tons per year or more of carbon monoxide.
