recovered analog spectrum
(vi)For purposes of clause (v), the term “recovered analog spectrum” means the spectrum between channels 52 and 69, inclusive (between frequencies 698 and 806 megahertz, inclusive) reclaimed from analog television service broadcasting under paragraph (14), other than— (I)the spectrum required bysection 337 of this titleto be made available for public safety services; and (II)the spectrum auctioned prior to. (D)Within one month after, the Commission shall return to the bidders for licenses in the A-block, B-block, and E-block of auction 44 the full amount of all upfront payments made by such bidders for such licenses.
