(2) Policy The term “policy”, with respect to the intelligence community, includes unclassified or classified— (A) directives, policy guidance, and policy memoranda of the intelligence community; (B) executive correspondence of the Director of National Intelligence; and (C) any equivalent successor policy instruments.
