foreign country of concern
(7) The term “foreign country of concern” means— (A) a country that is a covered nation (as defined in section 4872(d) of title 10 ); and (B) any country that the Secretary, in consultation with the Secretary of Defense, the Secretary of State, and the Director of National Intelligence, determines to be engaged in conduct that is detrimental to the national security or foreign policy of the United States.
