(7) Decision document The term “decision document” means— (A) a decision notice (as that term is used in the Forest Service Handbook); (B) a decision record (as that term is used in the Bureau of Land Management Handbook); and (C) a record of decision (as that term is used in applicable regulations of the Council on Environmental Quality).
