(3) “State law” defined For purposes of this subsection— (A) the term “State law” includes— (i) any law of a political subdivision of a State; and (ii) any State law regulating or taxing the business of insurance; and (B) the terms “dispute settlement panel” and “Appellate Body” have the meanings given those terms in section 3531 of this title .
