(3) Grantee The term “grantee” means— (A) a State awarded a grant under this section; or (B) with respect to such a State that has failed to meet the non-Federal share requirement of subsection (b), a philanthropic organization awarded the proportionate reduction amount of such a grant under subsection (b)(3).
