(E) Individual with a most significant disability (i) In general The term “individual with a most significant disability”, used with respect to an individual in a State, means an individual with a significant disability who meets criteria established by the State under section 721(a)(5)(C) of this title . (ii) Individuals with the most significant disabilities The term “individuals with the most significant disabilities” means more than one individual with a most significant disability.
