(4) Relevant congressional committee .— The term “relevant congressional committee”— (A) means a congressional committee to which a recurring plan or report is required to be submitted; and (B) does not include any plan or report that is required to be submitted solely to the Committee on Armed Services of the House of Representatives or the Senate.
