(34) Territorial domestic violence or sexual assault coalition The term “territorial domestic violence or sexual assault coalition” means a program addressing domestic or sexual violence that is— (A) an established nonprofit, nongovernmental territorial coalition addressing domestic violence or sexual assault within the territory; or (B) a nongovernmental organization with a demonstrated history of addressing domestic violence or sexual assault within the territory that proposes to incorporate as a nonprofit, nongovernmental territorial coalition.
